Question: Are student loan information data considered public records?

I recall a hearing a story on ABC News about student loan information. The show was on Army Recruitment of High School and College Students. On the show, one of the mother's said that the name of individuals who apply for federal loan programs and dissemination of funds to a school system pool of eligible students is considered public records. Is this true? Technically, US Fedearl Aid is a federal program which means that it should be covered by FOIA laws. Is it legal for them to release information, such as the dates of attendance for students or look up a students information to see if they are in loan default, repayment, or recipient of AID, and schools person attended without a legal order or subpeona?For example, if I want to compile the Information for a yearbook or public online database, can I just FOIA the records or do I have to get a subpeona to do this?Which court would I have to file it in? |
